To ensure that Surveys can be created and assigned for the Survey Task, you need to enable Surveys in your Salesforce Org's Settings.
Navigate to Setup on the Salesforce Platform
Navigate to Setup > Survey > Survey Settings and ensure the Survey toggle is activated
